The Southeastern Regional Services Group (SERSG) invites bids for DPW Services to be performed during the one-year period February 1, 2018 to January 31, 2019. These items have the option of two one-year renewals: Pavement Reclamation, In-Place Hot Mix Asphalt with Cold Planing, SuperPave Hot Mix Asphalt, and Sidewalk Construction. Other services are Chip Seal, Rubber Chip Seal, Micro Paving, Cape Sealing, Bonded Wearing Course, Crack Sealing, Traffic Line Painting, Hot In-Place Recycling, Permanent Trench Patch Repairs, Guard Rail Installation, Structure Work, Sub-Drain Installation, Catch Basin Cleaning, Catch Basin Cleaning with Sump Measurement, Tub Grinding, Screening Services, Excavation Services, Snow & Materials Hauling & Disposal, and Snow Shoveling on Flat Rooves.
Contracts will result with the City of Taunton and Towns of Abington, Bridgewater, Canton, East Bridgewater, Easton, Foxborough, Lakeville, Mansfield, Medfield, Middleborough, Norfolk, North Attleborough, Norton, Plainville, Raynham, Sharon, Stoughton, West Bridgewater and Wrentham. Optional renewals are at the sole discretion of awarding authorities.

Official bid packages will be provided only to bidders on the list of prequalified contractors provided by the Massachusetts Department of Transportation. The estimated-value used for each item is included in the bid package.
Bids will be accepted until 10:00 am EST on Monday, November 20, 2017 and opened at that time in Mansfield Town Hall conference room 3A/B. Bids may be held by SERSG for a period not to exceed sixty (60) days.
All bidding shall be in accordance with all relevant sections of M.G.L. Chapters 30 and 149. Prevailing wages must be paid by the Contractor. Work performed under this Contract must comply with all current Massachusetts Law and Executive Orders including, but not limited to, non-discrimination and equal opportunity laws and regulations. A successful contractor shall also comply with Chapter 306 of the Acts of 2004, which pertains to the health and safety on public construction projects and work.
A Bid Bond equal to 5% of the value of the bid payable to the SERSG Service Corp. must accompany the bid. Bid securities will be returned upon execution of the Contract or within 60 calendar days of the bid date if no award is made.
The Awarding Authority will be the Mayor, Board of Selectmen, Town Manager, Town Administrator, or Chief Procurement Officer of each SERSG municipality participating in this procurement. A contract will be awarded to the lowest responsible and eligible bidder for each Item of Work by each participating municipality.
A Bidder awarded a Contract will be required to submit a labor and materials bond issued by a surety company licensed by the Commonwealth's Division of Insurance in an amount equal to 50% of the estimated value of each contract awarded when work with a municipality is scheduled.
